At E3, Wccftech have asked Piranha Bytes about the console versions of Elex. According to their article, the Playstation 4 version will run in a resolution of 1920x1080 pixels (Full HD), while the resolution on Xbox isn't determined yet. The framerate will likely be limited to 30fps, which hasn't officially been confirmed though. Elex is going to get adjustments for PS4 Pro and Xbox One X, but PB isn't certain whether they can integrate them for release, or only later.

According to Wccftech, PB is very confident the PS4 Pro version will run in native 4k resolution, and it's safe to assume the same will be true for the Xbox One X version as well. (With a look at the theoretical performance of the PS4 Pro we want to doubt this a little though.) About the Xbox One X Piranha Bytes also said that it's a good console which is cheap for the hardware it offers. However, it's questionable whether players want to pay so much for a console, especially should Sony decide to reduce the price of the PS4 Pro.
